Locked or not, a glass window is not a strong physical impediment to a determined intruder.
Glass windows are the weakest elements of any structural facade. Houses and buildings that are not protected or deemed unoccupied will often have all of their windows smashed out.
Glass windows are often destroyed by hurricane or tornado winds or wind driven debris. To add insult to injury, this compromises the envelope and allows rain to enter. Worse yet, if the breakage is catastrophic, people inside could be injured by broken glass.
While it is true that the camera portion is exposed, it is small and compact making it a difficult target to destroy for humans and natural forces alike. Even in that case, a camera can be physically replaced quickly by a single technician in a few minutes. As a perk, in the case of humans, the camera will likely capture some really good pictures of them before they take it down.
